OpenAI is giving ChatGPT Plus to everyone in Malta

Published Reach 42

OpenAI just partnered with the Government of Malta to roll out free ChatGPT Plus to all citizens for a year. The only requirement is completing a free AI literacy course developed by the University of Malta to learn how to use the tech safely. Why it matters: It is the first nationwide rollout under the OpenAI for Countries initiative, moving closer to the vision of intelligence as a universal public utility.

Governments usually hand out stimulus checks, transit passes, or tax breaks. Malta is trying something very different: giving every single citizen a free subscription to ChatGPT Plus.

OpenAI and the Government of Malta just unveiled a world-first partnership to roll out the premium chatbot tier nationwide. But there is a catch before anyone gets their hands on it.

Take the class, get the keys

Under Malta's new AI for All initiative, access to ChatGPT Plus is not automatic. Citizens must first complete a free AI literacy course created by the University of Malta.

The training is built for normal people rather than computer scientists. It focuses on what AI actually is, what it can and cannot do, and how to use it safely at home and on the job.

Once people finish the course, they unlock a full year of ChatGPT Plus at zero personal cost. The Malta Digital Innovation Authority is managing distribution, with the rollout kicking off in May before expanding to residents and citizens abroad.

Maltese Minister Silvio Schembri said the goal is to make sure nobody gets left behind in the digital transition, pairing foundational knowledge directly with advanced tools.

AI as a national public utility

For OpenAI, Malta is the latest and most ambitious milestone under its OpenAI for Countries banner, led by George Osborne.

Osborne described machine intelligence as an emerging national utility, arguing governments must step in so entire populations have both access and practical skills.

The initiative has already partnered with countries like Estonia and Greece to support public education systems. Malta, however, marks the first time an entire sovereign population is being plugged directly into OpenAI's paid tier through a government program.

Why it matters

For Maltese citizens, this removes the monthly twenty-dollar hurdle while providing structured onboarding. We think pairing the subscription with mandatory literacy training is a brilliant move; too many AI deployments fail simply because users get confused by hallucinations and give up.

For the AI industry, OpenAI is showing everyone how to win sovereign markets from the top down. Rather than fighting consumer by consumer against Anthropic or Google, OpenAI is pitching heads of state on national readiness packages.

There are real questions, though. Malta is a small island nation with a compact population, making it the ideal sandbox for a national trial. Scaling this playbook to larger economies would carry massive budget and compute requirements.

There is also the question of what happens when the twelve-month government pass runs out. It remains to be seen whether citizens will willingly pick up the bill once the state subsidy ends.
