Anthropic sets up shop in Singapore with AI safety pact
Anthropic just opened its fifth Asia-Pacific office in Singapore and signed an AI safety MOU with the local digital ministry. The deal covers model evaluation and responsible adoption across public and private sectors, with major local players like DBS, Grab, and GovTech already running Claude daily. Why it matters: Singapore punches way above its weight in AI usage, ranking second globally per capita for Claude.

If you look at raw population, Singapore is tiny. But when it comes to adopting frontier AI, the city-state is punching ridiculously above its weight.
Anthropic has officially opened its new office in Singapore—its fifth hub in the Asia-Pacific region. Alongside the launch, Anthropic co-founder Ben Mann signed a Memorandum of Understanding with Singapore's Ministry of Digital Development and Information during Singapore International Cyber Week, cementing ties on AI safety, model evaluation, and public sector adoption.
The enterprise sandbox of Southeast Asia
This isn't an overnight romance. Anthropic has been collaborating with Singaporean regulators since 2023, starting with a generative AI evaluation sandbox that included red-teaming Claude across English, Mandarin, Malay, and Tamil.
According to Anthropic's Economic Index, Singapore ranks second out of 121 countries for per-capita Claude.ai usage, tracking at nearly six times what its population size would predict.
Local adoption numbers back that up. Over 1,500 engineers at GovTech Singapore are already using Claude Code to modernize public infrastructure and ship software faster. Grab powers its sales assistant, BriX, with Claude, saving its sales reps roughly 40,000 hours every quarter. Tech conglomerate Sea uses Claude across Shopee's customer support and internal engineering, while financial giants like DBS Bank and sovereign wealth fund GIC are deploying Claude under strict governance standards via Amazon Bedrock's in-region inference.
Why it matters
For builders and enterprise tech leads, an on-the-ground Anthropic presence backed by local cloud inference means fewer headaches around data sovereignty, regulatory friction, and latency. If you are operating in highly regulated fields across Southeast Asia, Claude just became a much safer default choice.
For the AI industry, Anthropic is executing a textbook institutional playbook. While OpenAI often captures the consumer spotlight, Anthropic is methodically embedding Claude into government workflows, sovereign funds, and tier-one banks. By meeting regulators in sandbox environments first and proving reliability on day-to-day engineering tasks, it is building deep enterprise moats.
In our view, the strategy is clever but demanding. Government and banking contracts offer high stickiness, but they also bring zero tolerance for hallucinations, drift, or compliance hiccups. Serving this cluster of demanding clients in Singapore will be the ultimate proving ground for whether Anthropic's safety-first pitch can scale sustainably across Asia.
